The National Executive Council has considered that the time restrictions of liquor sales and consumption at the selling places, as well as its penalties for offenders according to the Commodities Control Royal Decree, are not yet appropriate. There shall be a provision allowing the liquor sales and consumption at the selling place during the restricted time for some cases, and new penalties for offenders shall be imposed. Therefore, the Chief of the National Executive Council hereby issues orders as follows:
